S3 Village Project – Rural Development ch

Our self-sustaining Smart Rural Villages Hub project (S3Village) is a systematic approach to giving concrete expression to the National Development Plan and addressing the Millennium Development Goals. It provides a clear road map for achieving and strengthening service delivery in South Africa, especially rural South Africa, by identifying the key pathways of progress towards local community development and socio-economic growth, how much they cost, and how they can be replicated and scaled up.

S3Village marks a new approach to human settlements delivery in rural areas and offers rural areas that are of higher density; have increased income diversity, and incorporate economic opportunity and jobs (both temporary in construction and permanent in industry and commerce). Thus, the S3Vilage serves a blueprint for delivering essential services; creating employment; providing homes, small industry and food production within a self-contained, self-sustained, ring-fenced development that will house the local community. It will also mitigate the effects of poor apartheid spatial planning, inadequate health services, an unpredictable energy grid and a lack of economic opportunities in the rural areas. Our concept will endeavour to create neighbourhood development across a range of issues to improve the quality of lives of different people living in that neighbourhood. Rural development is a veritable instrument used to fight poverty and attain economic progress. Above all, this is a comprehensive, integrated, multi-faceted and multi-pronged approach to rural growth and development.

CV Projects, in a joint venture with the Ikusasa Development Trust, has founded the S3Village project on a single powerful idea that impoverished communities can transform themselves if they are empowered with proven practical interventions, and that even the most isolated .

The project seeks to address the following developmental priorities:

  • Improved rural infrastructure
  • Universal housing with dignity
  • Sustainable job creation through the incubation of local industry
  • Improved Water, sanitation and hygiene (WASH)
  • Improved agricultural techniques
  • Improved Food Security
  • Universal, quality primary healthcare
  • Quality of education through Primary and Secondary school enrolment and completion
  • Provision of Adult Basic Education and Training (ABET) and Early Childhood education (ECD) centres
  • Improved safety and security
  • Accelerated service delivery
  • Creation of a local economic hub/social entrepreneurship program
